Job Summary:

The incumbents will function in a variety of capacities.  Chief amongst these responsibilities is managing the heart lung machine.  Other equipment used includes occlusive and non-occlusive pumps, left and right ventricular assist devices, membrane and bubble oxygenators,  autotransfusion/hemoconcentration devices, hypothermic devices, implantable device analyzers, electromagnetic blood flow meters, x-ray/fluoroscopy machines.  Ancillary equipment such as chart recorders, patient monitoring systems, blood chemistry and coagulation analyzers, and gas vaporizers/flow meters can be required as the clinical situation dictates.

Major Duties:

The incumbent will provide 100% direct service time as Medical Instrument Technician (Perfusionist) to include investigation, evaluate and implements necessary or required new technologies, equipment, disposables, and techniques as they become available.  Trains the staff and any other personnel necessary to perform safe and appropriate application.  Develops protocols for application as well as any ongoing procedures as necessary.  Develops and educates staff using a variety of methods in order to maintain current perfusion techniques and knowledge.  Provides input to the Chief Nurse, Specialty Care PSL concerning personnel issues such as time and attendance, staff performance, scheduling workload, etc.  Provide primary product evaluations that include coordinating produce procurement and cost containment, and final approval for any device or disposable for the area.

2. Utilizes other equipment as needed: occlusive and non-occlusive pumps, intra-aortic balloon pumps, left and right ventricular assist devices, hypothermic devices, electromagnetic blood flow meters.

3.  Ancillary equipment can be required as the situation dictates such as chart recorders, patient monitoring systems blood chemistry and coagulation analyzers, and gas vaporizers/flow meters.

4.  Selects and assembles appropriate equipment and disposable software, as each clinical procedure requires.

5.  Familiar with capacities, limitations, indications and contraindications of each equipment or disposable combination.

Integrates information derived from laboratory data, equipment parameters, and patient status to make appropriate adjustments or take action. Actions will be accordance with medical center standards, accepted cardiopulmonary perfusion techniques, experience, and patient safety.   Assist staff and others with problems or unique situations as they arise.  Trouble-shoots in the operating room and uses the contact time with staff for education, development and case discussion.  Maintains involvement in seminars, scientific meetings, etc to stay current with new technologies, advances in techniques, experience, and/or equipment to maintain certification as Cardiovascular Perfusionist.  Provides care and/or services appropriate to the age of the patients being served.

Qualifications:

Candidates must meet the following qualification requirements according to VA Handbook 5005, Part II, G-27.

GS-11- (a)  Experience.  At least 1 year of experience comparable to the next lower grade level, which is directly related to the position to be filled, and must fully meet the KSAs at that level.  This would be experience as a clinical perfusionist which provided the knowledge, skills, and abilities to function as a chief technician and/or program manager.  In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*):

        (b)  Demonstrated Knowledge, Skills, and Abilities

        *1.  Knowledge of quality assurance and performance improvement measures for perfusion programs.

        *2.  Ability to identify training needs for lower graded staff and provide, or provide for this training.

        (c)  Certification.  Certification by the American Board of Cardiovascular Perfusion (ABCP) as a Certified Cardiovascular Perfusionist (CCP) is highly desirable.

        (d)  Assignment.   For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the  incumbent at least 25% of the time.

Medical Instrument Technicians (Perfusion) at this level function as Chief Technicians and/or program directors for the perfusion program.  They are responsible for evaluating quality control and developing performance improvement programs for the program.  They provide administrative oversight for lower graded Perfusion Technicians and for other personnel assigned to the program.

You will need to successfully complete a background security investigation before you can be appointed into this position.

Prior to appointment, the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also pass a medical examination (which includes vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician.

English Language Proficiency:  Must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).
